As soon as President William Ruto assumed office following the 2022 general elections, one of the first things he did was to appoint cabinet secretaries. The Public Service Commission (PSC) was tasked with interviewing and shortlisting Principal Secretaries for vetting to serve under the appointed CSs. The exercise by the PSC selected 51 Principal Secretaries in Kenya pending their swearing-in.
Principal Secretaries are the head of every ministerial department, fulfilling specific roles and oversight. This position was created to impose proper control in the running of ministries and eliminate ambiguity. Therefore, they are the main pillars, ascertaining that all affairs are running smoothly.
Over 9,000 people applied for the Principal Secretary positions, but only 477 were shortlisted by PSC. Of those shortlisted, only 51 were the lucky ones to be nominated for appointment. The lucky ones are:
Julius Korir holds an MBA in International Business and a BSc. In Agricultural Economics. He has a wealth of experience in public service and has managed a large portfolio of government and development partner-funded projects.

He has previously served as the Principal Secretary in the State Department for Youth, the State Department of Investment and Industry, Trade and Cooperatives, as well as the Ministry of Health.
Esther Ngero is one of the women appointed as a Principal Secretary in an effort to promote gender equality. She is among the few who were appointed from outside political circles, but she comes with a lot of experience from the corporate world. She is the immediate former Chief Executive Officer of International Petroleum Trading at Dalbit Petroleum.
Peter Tum is an alumnus of the University of Nairobi. He used to be an engineer at Kenya Medical Training College. He holds a Master’s Degree in Energy Management, Bachelor of Industrial Technology, and a Post-Graduate Diploma in Medical Electronics.

He served in President Uhuru’s administration as a PS in the State Department for Labour. Before that, he was a PS in the Ministry of Health.
Telesia Mbaika Malokwe is an alumnus of Kenyatta University. She was born in 1986 and is currently 36 years old. She is an environmentalist and health economist. She has previously served as the Secretary of the NG-CDF for Kaiti Constituency in Makueni County. She is a board member of the Kenya Nuclear Electricity Board.
Raymond Omollo previously served as Lake Basin Development Authority Managing Director since 2019. He was born in Kadel, Rachuonyo, in Homa Bay County. He was among the few people from the region who threw their weight behind President Ruto’s campaigns. The alumni of the University of Nairobi has a PhD in Applied Statistics.

Caroline Nyawira Murage was previously nominated for the position, but she withdrew her candidature, paving the way for the nomination of Mary Muthoni Muriuki.
Mrs Muriuki is the first female director for Women & Gender at the Kenya National Chambers of Commerce and Industry. She is the founder and Executive Director of St-Petroc Premier School. She is the 2017 Devolution Warrior Award holder.
Chris Kiptoo was born in 1967 in Elgeyo-Marakwet County. He holds an economics degree and master’s degrees from Egerton University and a PhD from UoN.
He was first appointed as PS by President Kenyatta in 2020 but has been working in the Central Bank of Kenya for more than 15 years. He has also previously worked as an economic advisor to the Prime Minister, then Raila Odinga.

Aurelia Rono has a background in politics and academia. Before her nomination, she was a lecturer at Bomet University and Maasai Mara University. Between 2013 and 2017, she served as a legislator in Bomet County Assembly. She has a PhD in Business Administration from JKUAT.
His is a story of a man who rose from selling eggs to becoming a professor. Julius Bitok is the immediate former ambassador of Kenya to Pakistan. He studied at Kaptuktuk Primary School, Arnesen’s Boys’ High School, and Chebisaas Secondary School.
After completing a diploma course at Kenya Science Teachers College, he joined UoN for an Economics Degree and a Master’s at the same institution before earning a PhD abroad.
Korir Sing’oei was a legal advisor in the Office of the Deputy President. He is an advocate of the High Court of Kenya with an LLB from UoN and a Diploma in Legal Practice from the Kenya School of Law. He also has a Master of Laws in Comparative Human Rights Systems from the University of Pretoria, South Africa.

Mrs Mburu is among the most learned individuals to be nominated as PS. She has a PhD in Public Health. She has been at the helm of the Microbiology Unit at the Ministry of Health.
Esther Thaara Muhoria is the nominee for the PS position for the TVET state department. Her nomination came after being sworn in as the Embu County Secretary. She previously served as the Registrar of Academic Affairs at JKUAT.
Dr Richard Belio Kipsang served as the Education PS since 2013 before being transferred to the State Department of Regional Development in 2021.
Kipsang has a PhD in Education Administration and Planning from the Catholic University of Eastern Africa. He holds a Master’s Degree in Economics and a Bachelor of Education from UoN.

Dr Beatrice Inyangala is an accomplished educationist. She pursued a Bachelor’s Degree in Education specializing in Economics and Geography from Moi University. She has a master’s degree in education planning and economics from Moi University and a PhD from Athens University.
Amos Gathecha has previously served as a County Commissioner. He was among the people who steered the Huduma Namba initiative. He has an MA in International Studies from UoN and a BA in Political Science and Philosophy. He previously served as the Principal Administrative Secretary in the National Treasury.
Roseline has worked in public service for a long time. She has dealt with gender and family law research, teaching, and commercial law practice for more than fifteen years. She did her LLB at the University of Nairobi and a Masters of Law from Harvard Law School.

Joseph Mbugua is an engineer by profession. He was the Kenya Rural Roads Authority Regional Director. He was Francis Kimemia’s running mate for the Nyandarua gubernatorial seat but was dropped at the last minute.
The youthful former Member of Parliament also served as the Secretary of Youth Affairs and oversaw the implementation of the Uwezo Fund. He studied at Moi High School Kabarak and the University of Nairobi, from where he pursued an LLB.
Susan Auma Mang’eni is a politician who has lost two elections but was rewarded by President Ruto for her loyalty. In the last election, she vied for the Busia Woman Representative seat but did not win. She has, however, engaged in politics for over a decade.

Hinga is one of the few PSs who were retained from the previous administration. He is a chartered accountant and has a bachelor of commerce (accounting) degree from Kenyatta University. He also holds a bachelor of accounting science (honours) from the University of South Africa.

A total of 9,154 people applied to be among the 51 principal secretaries in Kenya in the first term of the Kenya Kwanza administration. Most of the applicants were politicians who had contested and lost elective posts. Nevertheless, this was an opportunity not just to earn money but to remain relevant for the next elections after five years.
Tuko.co.ke published an article about a list of all male MPs elected to the Kenyan parliament in 2022. On August 8, 2022, Kenyans lined up to vote in one of the fiercely contested elections. Naturally, they eagerly awaited the release of results by the electoral commission. And when the results were finally announced, several men trounced their opponents and emerged winners.
There are 350 seats in the Kenyan parliament, including 290 MPs who are directly elected. The August House also includes 47 woman representatives elected in each of the 47 counties. In addition, 12 members are nominated by their respective political parties. The speaker is elected by the assembly, but he serves as an ex-officio member.
